John A. Matelski, Deputy CIO for the City of Orlando,
speaks with Tamara Halbritter of Municipal Technology Journal

Editorial Corner

This Issue: Canning spam and more …

Our “Feature Story” is a wonderful case study about how one city is protecting itself against spam through the use of technology. John Matelski, Deputy CIO for the City of Orlando gives us seven practical tips on canning spam.

In the section called “What Is Your Best Advice?” See how your peers responded to the question David R., Operations Manager asked about spam: How does filtering technology work? You’ll also find this month’s dilemma about deregulation.

Please let me know how successful we are at including articles to you. Write me about any specific topics you want to see covered. Thanks again for reading MTJ and I look forward to hearing your views. You can win a color Palm Pilot by completing the survey below.

What Is Your Best Advice?

This Issue's Dilemma:

How is your organization preparing for deregulation?

"Deregulation is a hot topic, but my county government hasn’t taken any steps to prepare for it yet."

"I know that electric, gas and communication utilities will all be affected. I understand that competition is supposed to be good for us and that will supposedly keep rates low and sustain jobs. But I guess I’m not sure exactly how we will be affected on a local level; I can’t see the full picture yet."

"Someone told me I could research more about this at the local library. Do you have any other suggestions for retrieving deadline and preparation information? And do you have any suggestions as to simplifying this preparation?"

- Linda Y., City Auditor

Last Issue's Dilemma:

How does your municipality use technology to help eliminate spam?

“As an Operations Manager, I get more and more complaints from my staff about their e-mail boxes being filled with spam. On the flip side, one of my employees was waiting for an email from a vendor. When it didn’t come, she contacted the vendor and had him resend it. When the second message didn't arrive, she contacted our IT Director. He said our spam filter blocks “good” e-mail messages occasionally.

I vaguely understand what the filter really does. All this is confusing and unproductive to me. Would you ask your readers how they address this ever-increasing problem? Could you please respond in layman’s terms, as I am not a technical wizard? Thank you.”

- David R., Operations Manager
